Enforce SecureTransport policy on AccessLogsBucket

Policy was enforced in https://github.com/aws-cloudformation/cloudformation-cli/pull/389, but another bucket was added later in https://github.com/aws-cloudformation/cloudformation-cli/pull/396. Enforcing SecureTransport for that bucket as well
