Support `cfn build-image`

Hi,

I just tried to use cfn build-image but got the following error:

$ cfn build-image 
Plugin for the go1.x runtime does not support building an image

In general - as the Go plugin is officially supported - what's the strategy regarding feature parity between the various language plugins?
