Move from `System.IdentityModel.Tokens.Jwt` to `Microsoft.IdentityModel.JsonWebTokens`

Describe the problem you'd like to have solved

Microsoft has created a lighter, faster version of a JWT implementation in Microsoft.IdentityModel.JsonWebTokens. Auth0 should switch to this implementation moving forward so that apps that use it can benefit from significantly faster request processing.

Describe the ideal solution

All Auth0 libraries would Migrate to Microsoft.IdentityMode.JsonWebTokens as described here.
