project-based tree

In the current notebook world everything is keyed off a user. However, as we start having true collaboration, multiple users work on different pieces of one project. It becomes important to have a view where all notebooks for a project can be collected in one place.

I don't know what is a good solution for this - github/gitlab use organizations/teams which to substitute projects but it's not perfect. Some kind of link-based views (sort of like symlinks on notebooks) is another option.

gists cannot be owned by organizations. Before we do this we have to wean ourselves off of the github API, I think.

This looks like notebook tagging again to me, discussed previously in #163.

Having organizations and permissions is a whole level of blah.

On the other hand, I guess the problem with tagging is that unaffiliated users could use the tag on notebooks that are irrelevant, clouding the waters. So I'm not opposed to this, but it seems like a fair amount of work whereas tagging is easy.

Using organizations would be preferable so that anyone in the organization can edit one particular notebook. Agreed this is painful and not worth the trouble for now.
