clean: refactor helm-toolkit paths

Release Tag or Master: Master

Expected Behavior: Paths/Tags in Helm-Toolkit are more closely tied to the function they serve.

What Actually Happened: Paths and tags in Helm-Toolkit are currently not as clearly referenced as they should be.

Any Additional Comments: By restructuring helm-toolkit it should be easier for developers and users to relate the library contents to the places they are implemented/used in OpenStack-Helm.

This has been discussed in a couple of separate locations, e.g. https://github.com/att-comdev/openstack-helm/pull/289#discussion_r109267636 , and this issue will track its implentation
