Delete/Notify secondary if people are not using secondary for more than a year

Request is to Notify people that you are not using secondary and it will be deleted. NotE: Take a backup of their secondary data so that we can sale them if it's important to them

@ksanty I think we should do. We can deprioritize as it's not impacting anything as of now but in the long run can save the cost of running secondaries that people are not using actively. @cconstab @gkc @nickelskevin @cpswan please confirm
