Switch base64 to base64url - get rid of unsafe URL characters

Currently, base64 strings (used in URLs for Commits and Agents) show / and + characters. These tend to have meaning in URLs. Luckily, we can also use - and _ according to the RFC.

This means updating the docs, browser and rust repos
