Add Test Instruction to 13.D

Description Based on a software baseline change, the following additional test instruction should be added to 13.D Lists (as 1.c in Docs and 4 in Web): Check that the programmatic presentation of list content relationships (e.g., hierarchy, and terms and descriptions) matches the visual presentation of list content relationships. [SC 1.3.1].
