[BUG] CLI Window's executable installer fails to install

Describe the bug.

I tried installing the CLI through the x64 exe installer for Windows. It fails with the provided error in the screenshot. I tried multiple times and on different hardware, but both Windows 10.

Expected behavior

It should install successfully.
