Best practice doc: DAG writing on Astro

First Draft. This might be too much in one doc I think, I see an argument for just focussing on the Key DAG writing part, but also for keeping a one central doc that does include DevOps recommendations as well 🤔 .

I erred on the side of keeping things in so we can delete/move :)
