Add special target atoms documentation.

Hi Google didn't help finding any help on these special targets, and even the ICCCM document doesn't refer SAVE_TARGETS, so I thought it would be good to have them documented at the source. However, I need some help as I'm also not very clear on how they are used, and this is my first time editing a manpage. WDYT?

I'm pretty sure the documentation I read for the special targets was in the ICCCM. If not, it would have been in one of the X11R6 books.
