Enable softirq mechanism

Based on PR #721

Current implementation will execute softirq at the return of the hardware interruption. Future should enable ksoftirqd/n thread.

@LclclcdIsACat Could you take a look at the proposed softirq mechanism, a new bottom half mechanim that is alternative to your workqueue.
