Add Access Code from admin doesn't work

Hello! While trying to add access code to a user as an admin -- I get "An unhandled error has occurred." on UI and 204 response

STR: Click "Manage Access codes" on a user as Admin Insert a new access code in a field Click Add Observe error

Logged in users can add codes just fine, this only affects admins trying to add codes
