Pinning the default topaz container version to the CLI version, prevents the CLI from using an older version of the container image.

Today as user can update its CLI, especially those using brew or winget like installations

topazd 0.31.5

If the CONTAINER_TAG had been 0.31.6, in this example, matching the CLI build version, starting the topaz instance would have triggered the update of the container.
