Output video quality is very poor.

The quality of output video is very poor, I even tried other commands to execute but it throws an error all the time "Command failed with state COMPLETED and rc 1.null". Is this limitation that I can only execute "-i file1.mp4 -c:v mpeg4 file2.mp4" command?

bit rate is 1/2 of the origin

by default , if i cut video, bit rate is not same as the original video. i have solve the problem, i use the same bit rate with the originlal video. thank you
