Allow an option to disallow "UnknownAttributes" behavior

Normally, the "UnknownAttributes" behavior is great and I find it very useful. Sometimes, though, I want it to be a bit noisier when a field gets passed along to UnknownAttributes....

`Style/TrailingCommaInArrayLiteral` and `Style/TrailingCommaInHashLiteral` should not apply when terminating brace is on same line.

This is a "bug" in the sense that I believe the cop is not being applied in the spirit of how it was intended, not specifically a syntax or broken...
