Provide a way to adjust the transmit power

Provide a way to adjust the output power.
Describe the current behavior
According to the NINA-B306 datasheet, the output power can vary from 0 dBm to 8 dBm.
The ArduinoBLE library does not provide an API for adjusting the power.
Additional context
It would also be useful for the default power level to be documented.
