Enable accessibility shortcuts in menu items

If espeakup or orca is present on the ISO, prepend all the options in menu listings with an index. And enable quick actions (not sure how we can make this work well on say 11, maybe we can press 1 in succession and the shortcuts only work with a slight delay to allow for it).

But essentially, pressing 5 should jump to the fifth menu item, not activate it, just move the cursor there.
