Unavailable app on the APM packages list

Apps that are not available may show up on aragon apm packages

To Reproduce

1. Follow the official guide to setup @aragon/cli
2. Run aragon devchain in a separate terminal window
3. Run dao install <dao-addr> payroll --environment aragon:rinkeby
4. See the expected error Fetching payroll.aragonpm.eth@latest ✖ Get Repo → ENS name not defined.
5. Run aragon apm packages
6. See payroll │ 1.0.0 in the app list

Expected behavior

I would expect payroll not to be present on the list.

Actual Behavior

The unavailable payroll app is on the app list.
