How to setup signal-server code without CDS

I have gone through some pages where CDS setup is given. It is hardware specific (need Intel). Can we setup signal-server without using CDS.

Can you please guide me here. Basically mobile applications are calling v1/attestation like APIs and then they are crashing. What values to be set in config.
