[Bug]: RichTextEditor "Paragraph popup" and DatePicker "Calendar" floats with page scroll

Description

As a user, when I click on the Paragraph buttonon the RichTextEditor widget to select the text variant and scroll down the page, the Popover is randomly floating around the page. Similarly, the Datepicker widget's dialog is sticking to the bottom of the page, which is visually unappealing.

In addition to these bugs, I've also identified other issues with the dropdowns that reveal or hide additional toolbar items on the RichTextEditor widget—such as text variant, text color, background color, line height, bullet list, and numbered list. When scrolling down the page, the Popover unpredictably floats around, resulting in a visually unappealing experience.
