[Bug]: Incomplete error message for Rating widget

Description

When the Allow Half Stars property is turned off and the user enters a decimal value for the Default Rating, an incomplete error message is displayed.

The error message should be: This value can be a decimal only if 'Allow half stars' is true.

Steps To Reproduce

1. D&D a Rating widget.
2. While the Allow Half Stars property is turned off enter a decimal value for Default Rating.
