Convert HTTPTypesTests and HTTPTypesFoundationTests to Swift Testing

Refactors existing XCTest-based unit tests to use Swift Testing. Updates test structure with @Suite and @Test attributes, replaces XCTAssert calls with #expect macro, replaces XCTUnwrap calls with #require macro, and bumps Swift tools version to 5.10.

Thanks for opening this PR.

We cannot bump the tools version to 5.10 yet due to downstream dependents needing to support older Swift versions. This will have to wait unfortunately.

@guoye-zhang thanks for taking a look. Sounds good. Feel free to retain this PR for future testing of downstream dependency migrations to newer Swift versions!
