I had the same issue. To fix this I simply opened Control Panel and went to Printers and Devices.
There, I clicked on Add Printer

A box appears and you have to click on "The printer I want isn't listed here"
After that, fill the second box with your IP address and the printer location you have. I am pretty sure you know that from CUPS's web UI.
After that select your required driver and boom. You are done.
Is the printer shared from a server? Check if you have the october 2021 security updates installed on the computer and on the server incase you are hosting the printer from a server. I know you are not getting the error below but its a good place to start since it happened for many after the october 2021 security update https://win10faq.com/how-to-fix-error-0x00000709-operation-could-not-be-completed/ Microsoft "tried" fixing the printers again but it keeps on not working properly for a some
Since Windows server 2019 this feature is not configured as before
if you can't see the printers directory of your cups server
enable unauthenticated guest access:
-Windows + R -gpedit.msc
-Computer configuration > Administrative templates > Network > LANMAN workstation -Enable unsecured guest logins
I was able to add my Cups printer in Windows 10 after a fresh install of 22H2. After installing various Windows Updates it stopped working. There's definitely some issue with recent Windows Updates and I cant get my IPP (Cups) printers to work anymore. Haven't found a solution yet.
