30rc5 fixes

Description

A few quick fixes to:

  1. get rid of occasional circular import errors when starting up a-plus (not related to BS5 upgrade), and
  2. get the "Add new tagging" buttons to show up and work on the participants page, and temporarily point the django-colortag repo to one that produces BS5-compatible markup.

This is mainly a checkpoint to get things to work like before the BS5 upgrade, before digging deeper into the issues with slowness on the Participants page with a large number of user tags.
