Toggle for "SendMailIfSame" as well as existing "SendMailIfChanged"

Hi - as an addition to the web front end's inputs, please could you add a toggle which allows the actor to send an alert if the content hasn't changed since last time. The opposite of what's there right now might be useful for other folks too. Thanks -A.
