Skip maven-dependency-submission and SonarCloud Analysis for PR CI checks

The actions can't work in PR CIs as the secrets are not available. Let's skip the checks so PR check results pass.

I dont have access rights to merge pr's

If you have commit rights, then you should have the rights to merge PRs.

In any case, you could still use git author:.. field to reflect the author.
