Traffic Stats - Add Traffic Ops client timeout configuration

This Improvement request (usability, performance, tech debt, etc.) affects these Traffic Control components:

• Traffic Stats

Current behavior:

The request timeout for calls using the Traffic Ops client is currently hardcoded to 10 seconds.

New behavior:

Make the value configurable so that it can be adjusted for performance or to help mitigate issues.
