Fixes MTCOMCAT-294: Add URL decoding to fix file lookup for paths containing spaces

Adds necessary URL decoding for file paths containing spaces. This fixes MTOMCAT-294.

Tested on Windows 8 with Java Runtime installed beneath "C:\Program Files..."

How come this is still not merged? @skempken, did you release your version on a public repo?

My repo containing the change is public, as far as I can tell. I've no idea why this has not been merged yet. I did just raise the PR without notifying anyone in particular, though...
