[Feature] [k8s] Add helm chart for SWCK

Description

The feature is suggested by @hanahmily. Currently, the deployment files of SWCK are fixed, and we hope to provide users with a more flexible way to install SWCK. Therefore, we hope to add a new helm chart in skywalking-kubernetes to install the release version of SWCK.
