A serious bug of ShenYu-nginx nacos.lua: it does not judge whether Nacos has turned on authentication

When I was configuring shenyu-nginx+nacos, I found that there was a logical error in nacos.lua for nacos not to turn on authentication

I can fix this. Please assign it to me.
