Change sbt urls from http to https

@steve-1820 I have opened another JIRA ticket for this bug: https://issues.apache.org/jira/projects/PIO/issues/PIO-215?filter=allopenissues.

The ticket may be treated as a blocker, given all the merge requests for this year haven't yet made to the main branch due to the failing builds.

This change, if I make it in my cloned repository, doesn't prevent the build from failing.

Where else, besides in the sbt/sbt-file, is this configured?
