used setCacheBlocks to disable the block cache.  https://hbase.apache.org/apidocs/org/apache/hadoop/hbase/client/Scan.html#setCacheBlocks-boolean- Current implementation deprecated the PhoenixRDD.scala file, so I modified PhoenixDataSource.java with an additional option.
