Support for the .NET 8 runtime.

I didn't assign a value for the release version in the CHANGELOG, just used N.NN for now.

Sorry to be slow to review; was out on vacation last week and took a few days to unbury myself.

I think you should also add the clauses to ci.yaml here and here to push images to dockerhub.
