Sperate the layer of redis kv encode from the underlay storage

Motivation

• Making the Redis encode layer as an independent library is good for other modules to use, it can accept Redis protocol and output encoded KV pairs.
• Other modules or programs can include the library and write to an abstract storage, it seems more inflexible.
