Permission for Relation model.

In this pr:

1. Supported permission management under the table model, including user management and permission control.
2. Optimized some logical structures in the code, adjusted abstractions, making it easier to maintain and expand.
3. Removed support for upgrading from the old permission system before version 1.3. Upgrading to the 1.4 series requires upgrading to version 1.3 first.
