What changes were proposed in this pull request?

Preparing the branch for next development by changing the version from 3.1.3 to 3.1.4-SNAPSHOT

Why are the changes needed?

Version should move to next snapshot after a release has been performed

Does this PR introduce any user-facing change?

No

How was this patch tested?

Verified that artifacts are generated with the updated version
