Describe the bug(Please use English) Oracle CDC startupoptions.initial (), does not perform increments after the full quantity is executed.

Environment :

• Flink version : 1.14.2
• Flink CDC version: 2.1.1
• Database and version: Oracle Database 11g Enterprise Edition Release 11.2.0.4.0 - 64bit Production

To Reproduce Steps to reproduce the behavior:

1. Thes test data : test
2. The test code : test
3. The error : test After executing the full amount, it has been stuck。

set to StartupOptions.latest()，Can read incremental information correctly. Additional Description If applicable, add screenshots to help explain your problem.

Same problem with Version 2.3 and 2.4-SNAPSHOT here.

I tried it with the following debezium option: 'debezium.schema.history.internal.store.only.captured.tables.ddl' = 'true' and it works for me.
