泛化调用偶现超时

dubbo版本：2.7.15 网关dubbo协议转换发现泛化调用偶现超时，最终原因是排查到一个提供方的服务由于网络问题未打通，导致一直调用超时失败，但是影响了整体的其他api调用，请问是啥原因？
报错数量是差不多每天调用1000w次请求，差不多会出现1w次超时，确实很奇怪为啥这个会有影响？？
以下是调用那个问题提供方的报错信息：
