Web console: Improve workbench view with resizable side panels

Made it possible to resize the side panels in the workbench view. Also copied (and heavily refactored) the abandoned dependency https://github.com/zesik/react-splitter-layout directly into the code.

Also made the initialize lookups button bigger and primary
