Weld5 needs Priority annotation on Interceptor

Interceptor is not visible for DeltaSpikeProxyInterceptorLookup, so Interceptor detection will fail. By Priority annotation the visibility is elevated to application.

Further cleanup of legacy Weld-2.0 specific handling.
