Support Tuple to Theta transformation

Add function to transform tuple to theta sketch. Theta to tuple is available in library by using tuple sketch union, however the other way around seems to be not available.

Can you describe the use case? You can perform set operations and get the same estimates using a tuple sketch as you would a theta sketch.
