WIP: RAT-397: Migrate RAT to new site stack and prepare for upcoming Doxia 2.x migration

• [x] Verify reports are working
• [x] Start discussion concerning the changes-plugin & jira-plugin

  • waiting for release of maven-changes-plugin as multiple reports are broken within the new stack - MCHANGES-426
  • https://issues.apache.org/jira/browse/MCHANGES-454?jql=project%20%3D%20MCHANGES%20AND%20fixVersion%20%3D%203.0.0-M1 - 3.0.0-M1 is out with multiple changes (file name changes)
• [ ] Test & QA of new site
• [ ] Rollback buildtools target directory to rat017
• [ ] Deploy :)

All in all I think it looks good. Once merged we will need to go though each included/generated document and make changes, but that is a different ticket.
