Remove reference to IRC channel (no longer exists)

If Apache Commons has an IRC presence somewhere, please disregard this PR and update the reference instead. I confirmed that the current reference leads to an empty IRC channel.

I have only ever used IRC for members meetings. I suspect there is no longer a Commons IRC channel (if there ever was one), but I am not 100% sure.

Updated to commons-parent to pick up new templates with the IRC reference removed and regenerated the generated files.
