WIP: Update Apache Solr to 8.4.1

Now the associated custom scripts need to be tested.. not sure if they still work because I don't have a ZooKeeper setup to test with. Hopefully Jenkins CI can test this.

@leolb-aphp hey, are you fine with the COVID-19 outbreak? I hope you and your family are well! Do you have the cycles to iterate on this?
@evans-ye hey, I am fine. I'm still working, on other things though. We're still interested in this, but I am in charge of security and we succeeded kind of moving Hadoop outside of the security critical perimeter because it's kind of a mess to secure for our use case. I started doing this port on hardware which I do not have anymore because I'm working remotely, so I don't have my test environment easily accessible anymore. And the machine I work on right now runs on the ppc64le architecture, so I assume there's more to fix than just Solr to make things work on ppc64le.
