[Improvement][Optimize]: Add new Optimize Status to show Optimize was blocked now

What would you like to be improved?

If optimize task failed, Tables in Optimizers will show MajorOptimizing/MinoOptimizing, which doesn't help with finding and troubleshooting problems.

How should we improve?

Adding a new kind of status to show that tasks are failed, besides Optimizing,Idle,Pending.

The status could be Blocked
