[Proposal][AMQ-8323] Design doc for implementing shared subscription

This design doc proposes design and implementation approach for supporting shared subscription in ActiveMQ Classic. It is one of the remaining Jakarta Messaging 3.1 features. Note, this design is co-authored with @pa-deasy

Is this ready for review or are you still making changes? This is going to be a tricky feature to implement so I will be reviewing the design in detail and see what changes are needed.
