Ability to specify allowed usernames for deployment

Since self-hosted instance uses PAT, it would be nice to be able to specify allowed usernames.

Pass an environment variable with list of allowed usernames

Describe alternatives you've considered

I haven't found any similar issues or discussions, please point me to them if they exist.
