[BUG] incorrect timezone name in limit usage message

Environment

  • Claude CLI version: 1.0.18 (Claude Code)
  • Operating System: macOS 15.5
  • Terminal: iTerm2

Bug Description

After #1450 was implemented - now I see the timezone. But it does not show the correct timezone name for my region. The timezone was renamed from Europe/Kiev to Europe/Kyiv

Steps to Reproduce

  1. Use Claude Code to reach the limit
  2. Observe the limit message

Expected Behavior

The message should contain new timezone name: Claude usage limit reached. Your limit will reset at 5pm (Europe/Kyiv).

Actual Behavior

The message contains old timezone name: Claude usage limit reached. Your limit will reset at 5pm (Europe/Kiev).
