Dont work with MPEG4 (mp4v-es)

Hi, i enabled 'mpeg4', 'msmpeg4v3',... codec, but i cannot run mpeg4 (mp4v-es) video file (all resolution: 4K, HD, ...) , it raise " E Error in avcodec_send_packet: Operation not permitted"

do anyone have advice to me?
